These agreements [1] envisage to cancel internet accesses for downloaders by the Digital Rights Regulation Authority (ARMT). We denounce this privatization of justice. Plus, the French State claims to create a database of the cancelled Net surfers, which is scandalous, but not surprising from a government which record always more informations on citizens and their ADN.[2]
The agreements force the FAI to start filtering internet, the very same way they do in China. Don’t mistake yourself: set up this filtering under cover of the protection of copyright, the president Sarkozy simply extends his media control, which is denounced by the trade unions of French journalists.[3]
France has reputation of European leader for internet control: the Minister of Interior Department, Michele Alliot Marie is known as favorable to the filtering requested by the European police chief Frattini in order to fight terrorism.[4]
Sarkozy methodically installs tools for information control on the web:
- prohibition to diffuse vidéos of police abuse on the French Net[5]
- pointing and tracing of the Net surfers by their logs of connection to Internet (anti-terrorist laws)[5]
- creation of a commission who will censure Internet for the profit of catholicm.[6]
- responsibility increasment for shelterers (LCEN2), therefore creation of a private web justice (the shelterers will have to judge the contents)[7]
- project of creation of a press label supposed to plug the “good sites of information”[8]
All these measurements draw a néo-Stalinist policy of control of information. Even within UMP it is denounced an attack with the fundamental principles of the Republic. Two deputies UMP, Marc Fur and Alain Suguenot condemned the fact of “aiming at creating a public authority which would be competent, on complaint of copyright owners, to take sanctions against the downloaders from internet access interruption to cancellation of the contract of access to the Web”, by specifying that: “This transfer of the habilities from a judge to an administrative authority means creating a true exception jurisdiction for downloaders and goes against the principle of equality in front of the law and the courts, principles fundamental of the laws of the Republic”.[9]
Even the method used by french government is scandalous :
It is the FNAC CEO, a CD and DVD salesman, which was selected to put forward these measures against freedom. The conflict of interest is obvious, and in addition opposite with the ethical charter of the group Pinault Printemps Redoute (group to which the FNAC belongs).[10]
Then, the French government handled the public opinion by using the media to say that a consensus has been obtained by Olivennes, whereas associations like Odebi, April, and stopDRM completely rejected liberticides measurements of the Olivennes mission when they were auditioned.[11]
We ask the Net surfers to fight néo-Stalinist measurements of Sarkozy by all the means available, in particular by the boycott of all the products of cultural industries and all the companies which carry reached to our freedoms.
